Preface

At the centre of the transformation that School Education is undergoing presently is the new perspective to assessment and its relationship to the teaching-learning process. It is widely agreed that assessment influences what is taught and how teaching and learning are delivered. There is also a widespread belief among educational researchers and practitioners that assessment can and often does constrain rather than enhance learning outcomes. If we
restrict our choices of teaching and learning activities to exercises that simply rehearse for examinations, then we run the risk of failing our learners during the teaching and learning process as a whole. Another pitfall in working towards assessment is that learners may concentrate simply on doing the bare minimum needed in order to guarantee a pass.
Hence the challenge of changing the traditional system of examination and evaluation has emerged as a major focus. By introducing Continuous and Comprehensive Evaluation at the secondary level in all its affiliated schools, CBSE has sent out a clear message that assessment must take into account all the aspects of the personality development of the learner and that since learning is a continuous process, assessment also has to be continuous. CCE fundamentally shifts the focus from testing to learning by perceiving assessment as an integral part of the overall framework of teaching and learning. It follows from this that when incorporated into classroom practice, assessment tends to lose its individual identity, getting
subsumed into the instructional process.
Such a conceptualization necessitates a greater thrust on formative assessment. It must be said, at this stage, that though many schools have been practicing CCE and as a consequence, formative assessment procedures for classes I – VIII for many years, the overall thrust still continues to be to use assessment for ‘measuring’ rather than ‘enhancing’ learning. In other words, there has been a general lack of conceptual clarity with regard to the formative assessment practices among stakeholders as a result of which, many apparently formative assessment tools and procedures have, in effect, been summative in nature, ie, exercises to gauge, at a particular point in time, student learning relative to content standards. Although the information gleaned from this type of assessment is important, it can only help in evaluating certain aspects of the learning process.
It brings us to the vital need of strengthening formative assessment because our overall aim is to facilitate learning by improving the teaching- learning process on the basis of information gathered from assessment.
In this sense formative assessment is a part of the instructional process, underpinning the importance of student involvement. Students need to be involved both as assessors of their own learning and as resources to other students bringing into focus the importance of self and peer assessment besides teacher assessment. Research shows that the involvement in and ownership of their work increases students’ motivation to learn. The most significant advantage of formative assessment is that it makes learning an enjoyable experience because of student involvement, enhanced learning and unobtrusive techniques of assessment.
Summative assessment constitutes a public recognition of achievement and we are fairly familiar with most of the tools and procedures of summative assessment. However, many teachers may find it a challenge to develop effective formative assessment tools; they may also experience some difficulties in integrating them with classroom instruction. In order to provide conceptual clarity in this regard and to place some illustrative examples of formative assessment tasks in the hands of the teachers, the Board is bringing out a series of Manuals for classes IX and X in all the major subjects. This manual on English – Communicative and English – Language and Literature for Class IX is one of them. The tasks exemplified in this Manual are of different types such as Role Plays, Debates, Matching Items, Sentence Completion, Flow charts and Multiple Choice Questions. It also contains sustained writing tasks to be attempted by students. The tasks provided are varied and cater to the diferent multiple intelligences.
It is fervently hoped that teachers and students will derive maximum benefit from these publications. By studying the contents carefully and by using the tasks in classroom teaching, teachers would be able to build their capacity not only for enhanced learning to take place but also for preparing their own materials to add value to curriculum delivery. Certain practical guidelines have been included in the manuals to enable schools and teachers to implement
formative assessment within the CCE framework as proposed by the Board for classes IX and X.
This document has been prepared by a group of English teachers and I record the sincere appreciation of the Board to each of these contributors. I also convey my appreciation to Mr. Mani, Education Officer for conceptualizing and coordinating the task of deciding the content and bringing out the manual.
I sincerely hope that with the availability of rich materials, teachers will be able to implement the CCE scheme in the right spirit in all the schools affiliated to CBSE. Comments for improvement of the manual are always welcome.

CBSE has introduced Online registration for IX and XI class. previously the registrations were done thru a form.
The details are

Registration of students for Academic session 2010-11 in Class IX/ XI

1 From academic session 2010-11 onwards, Registration of Students for Class IX/XI has to be made on-line through the website www.cbse.nic.in and it is mandatory to register students of Class IX/XI.

2 Registration Forms shall not be sent by the Regional Office to the school w.e.f. 2010-11 sessions.

3 Registration of Students for Class IX/XI (2010-11):

a) The schools affiliated with CBSE upto Secondary level (Class X) shall submit the details of those students who are on roll in Class IX for the academic session 2010-11 in the school.

b) The schools affiliated with CBSE upto Sr. Secondary level (Class XII) shall submit the details of those students who are on roll in Class IX and in Class XI for the academic session 2010-11 in the school.

4 Fee details and schedule for on-line submission for Registration of students of Class IX/XI:

(*) 15 days grace time in place of 7 days for receipt of Final List of Students will be allowed to the schools belonging to remote areas viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, Lahaul and Spiti District and Pangi sub division of Chamba District of Himachal Pradesh, Andaman & Nicobar Island and Lakshadweep and schools in foreign countries.

These dates shall be applicable for all years. In case the dates mentioned above fall on a holiday/ Saturday/ Sunday, next working day shall be applicable.

5. On-line submission shall be closed after last date and no entry shall be accepted after the last date.

6. Receipt of final List of Registered Students shall be acknowledged by the Regional Office only after the receipt of fee in the shape of Demand Draft as per the schedule given on the web-site.

7. In the interest of their own students, Schools are advised to start submitting details on-line as per Instructions given on the website www.cbse.nic.in and take necessary steps so that computer generated details along with fee in the shape of Demand Draft reach Regional Office before the last dates and to avoid the possibility of dis-connection / inability / failure to log on to the Board’s website on account of heavy load on internet / website jam.

8. Please take print-out of the instructions and procedure and read them carefully before submission of details of student for Registration.

Instructions and Procedure for online submission of details of students for Registration:

The following Steps 1 to 10 may be followed in sequence for online submission of details.

1. Registration of Schools:

The affiliated schools that are to submit details of students are required to register themselves before submission of details of students for Registration.

a. Schools shall register using ‘Affiliation Number’ as User-Id and the password which has been supplied to the schools through the letter No. CBSE/CU/143-online/……. dated 29th June, 2010
b. While registering Schools are advised to change the password and the changed password may be noted for future use and keep it confidential to avoid misuse.

2. Updation of School Details:

Any correction in School details such as Principal Name, Phone Number, Experience, School website, valid email address for future communications, Name of person(s) along with designation, authorized to submit students’ details online shall be updated.

3. Login :

a. Only Registered schools are permitted to login.
b. After successful registration, Schools shall login using ‘Affiliation Number’ as User-Id and ‘changed password’ as Password.

4. Submission of Details of Students for Registration:

a. The schools shall submit carefully and meticulously the details of each student on roll during academic session 2010-11in Class IX and Class XI separately as per the details available in the Admission and Withdrawal register of the School.
b. The date on which the student’s details are entered shall determine the fee to be paid by the student and shall be generated automatically by the computer.
c. After submission of details of each student, two buttons shall be displayed as per details below:
• To continue entering details of Student, click on button at Sl.No.1
• To close now and continue at a later time, click on button at Sl.No.2

d. The schools have the option to submit the details of students in different lots.

5. Check List Printing of Registered Students:

a. Schools shall take a list of the submitted details of students by choosing the option “Check list Printing of Registered Students” using a printer attached with the school’s computer.
b. The printer settings may be set for A4 size paper with Landscape printing with all side margins set to 0.25”.
c. The heading of this List will be ‘CHECK LIST OF STUDENTS REGISTERED FOR CLASS…’
d. The details in the list may be compared with the Original Admission and Withdrawal register. Subject Code and Subject Name offered by each student should also be checked.
e. When all corrections including spelling mistakes have been noted down, correction can be carried out by choosing option “Correction of Registered List of Students”.

6 Correction of Registered List of Students:

a. This activity has three options ADD, MODIFY, DELETE.

• ADD : Details of any left out Students/ new students can be submitted.

• MODIFY: Correction in the already submitted details of the student can be updated/ modified/corrected. The Record No. printed against the student’s details is typed and the student’s details shall be displayed on the screen. Required correction/ modification can be typed against the particular details.

• DELETE: Already submitted details of the student can be removed from the list completely by typing the Record No. printed against the student’s detail whose details are to be removed from the list. Student’s details shall be displayed on the screen before deletion. Details once deleted can not be recovered and has to be re-entered if needed again by using ADD option.

b. The Check List can be generated by choosing option “Checklist Printing of Registered Students”, compared manually with the Admission and Withdrawal register and corrected by choosing option “Correction of Registered List of Students”, any number of times till it is error-free. i.e. Options “Submission of Details of Students for Registration”, “Checklist Printing of Registered Students” and “Correction of Registered List of Students” may be repeated to make the list error-free.

7 Finalisation of Data :

a. When all corrections/spelling mistakes have been carried out and the list is error free, Finalisation of data is done.

b. Finalization of data means no more correction /deletion /modification of data which have been submitted till the date of finalization of data is possible i.e. Data submitted shall be deemed as final.

c. After finalization of data, Demand draft details for requisite fee are to be entered. Fee shall be applicable as per fee schedule i.e. the date on which the data is finalized is taken for account for fee calculation i.e.
• If students’ details are entered by 29th August and finalization of data is done on 31st August then NO late fee shall be applicable.
• If students’ details are entered by 31st August and finalization of data is done on 31st August then NO late fee shall be applicable.
• If students’ details are entered by 31st August and finalization of data is done on 5th September then late fee of Rs.10/- for each candidate shall be applicable.

d. After finalization of data, addition of more students is possible provided the date of submission of details is within the time schedule and fee shall be remitted as per fee schedule

8 Submission of Fee Details :

a. Demand draft for the Requisite Fee (Registration Fee + Late Fee, if any) shall be made in favour of the Secretary, Central Board of Secondary Education, CBSE drawn on any Nationalized Bank payable at the place of Regional Office of the Board under whose jurisdiction the school is located.
b. Details of Demand draft such as Date, Amount and Bank shall be submitted on-line.

9 Printing of Final List of Registration of Students:

a. Schools shall take Final list of students submitted. Final list can not be generated without submission of fee details.
b. The heading of this List will be ‘FINAL LIST OF STUDENTS REGISTERED FOR CLASS___’.
c. Once Final list is generated, no more addition, deletions or corrections can be made on this data.
d. The printer settings may be set for A4 size paper with Landscape printing with all side margins set to 0.25”
e. The Schools shall firmly affix recent high contrast passport size preferably black & white photograph of the students which clearly indicates the name of the students along with the date of taking the photograph (photograph should have been taken on or after 1.4.2010) with gum/fevicol (not to be pinned or stapled) in the space provided against student’s information and obtain signature of the student in the space earmarked for it.
f. A photocopy of the Final printout with Student’s signature and photograph should be retained by the School as office copy.

10 Submission of Details to Regional Office by Post:

a. School No., School Name and Address, Principal name and phone no, should be written on the back of the Demand Draft.
b. Final List with student’s signature and photograph along with Demand draft and duly filled and signed Certificate of Principal should reach the concerned ‘Regional Officer’, Respective Regional Office of the Board within stipulated schedule given above.

It gives me great pleasure to bring forth this quarterly issue of Cenbosec on the theme `Tools of Assessment’. The Board as we are all aware has taken the initiative to bring in Examination Reforms and school based Continuous and Comprehensive Evaluation (CCE) after numerous recommendations of Committees, Commissions and the National Curriculum Framework 2005. The CCE Scheme envisages Holistic Assessment of a learner which will also include co-scholastic areas such as Life Skills, Attitudes and Values, Sports and Games as well as Co-curricular activities.
The Board before the launch of the CCE Scheme conducted focus group discussions at Guwahati, Chennai, Thiruvanthapuram, Panchkula, Indore and Lucknow in the previous quarter. These workshops were primarily organised to collect feedback in an interactive mode from students, parents, teachers, principals and educators. The feedback was taken through a questionnaire developed by Management Development Institute (MDI), Gurgaon. The questionnaire was also later put online and more than 6,000
responses were received which have been analysed by the MDI. The Scheme was announced through circulars and advisories (Circular Nos. 39, 40, 42, 50, 51, 52, 53, 54, 62 and 63). Once the scheme as well as the syllabus for Formative Assessments and Summative Assessments in various subjects was announced training workshops were also taken up in all 11,600 schools affiliated to the Board. The cascade approach was used wherein master trainers were trained in Government schools, Kendriya Vidyalayas, Jawahar Navodaya Vidyalayas and private independent
schools who further trained one principal and two teachers of each school in a six hour training module. There are still some schools who may not have been covered in the four phases of training between October to December, 2009. The Board is in the process of consolidating this list and will reach out to them subsequently.

The feedback of training workshops has since been analyzed and 87.27 % of respondents said that the session has enabled them to understand the concept of CCE. 90.48 % of respondents said that they think that the importance given to co-scholastic learning areas is appropriate.
The scheme has been supported with the production of a large amount of support material such as Teachers’ Manual, Flyer on CCE, School Based Certificate on CCE, Model Report Card on Class IX, Frequently Asked Questions, Life Skills in the context of CCE, Naya Agaaz, Movie on CCE, Trainers’ Manual to train principals and teachers, Power Point Presentations and Sample Question Papers in the main subjects in the new format.
It is indeed heartening to note that in response to an open request to schools numerous schools came in with their vision of CBSE Logo and CBSE Slogan and out of these the logo designed by Cambridge School, Amritsar and the slogan by Delhi Public School, Greater Noida was selected. I take this opportunity to congratulate the two principals, Ms. Sunita Babu and Ms.Kamini Bhasin for their quick response and participation. The Board in the meantime also launched toll free helpline number 1800118002 for students and ‘Interact with Chairman’ a feature under the CCE corner on the CBSE website. More than 5000 queries were received and responded to on this feature alone. The CBSE is aware that any reform of this magnitude cannot be done in isolation and requires enormous amount of commitment and breaking down of barriers whether of the mind or attitudes of all stakeholders involved in the process of change. We are indeed grateful to everyone who has come forward and volunteered to help in any measure big or small in
this national enterprise.
I may not be able to thank each one of you personally but I would like to take this opportunity to express my gratitude towards everyone who has contributed to the cause of educational transformation. Circular : Training Programme on ‘Strategic Management & Leadership for Heads of Institutes of Private Independent Schools Affiliated with the Board’ at IIM Ahmedabad

Dear Principal,
As you may be aware, CBSE has been conducting training programmes for principals in ‘Strategic Management & Leadership’ in collaboration with the Indian Institutes of Management and NUEPA, New Delhi. The overwhelming response from the Principals of affiliated schools has made the Board explore other avenues for providing training to Heads of Institutions since the intake for these courses is hugely oversubscribed.
Hence the CBSE has approached all Indian Institute of Managements for strategic collaboration to provide empowerment to Principals of Senior Secondary Schools affiliated to CBSE. The Board is pleased to state that the Indian Institute of Management Ahmedabad has confirmed a six day programme on its campus with the following objectives:-

Contextualising the initiatives and flagship programmes of CBSE such as Comprehensive Schools Health Programmes, Life Skills Programmes, Adolescent Education Programmes and Introduction of CCE as well as other alternative modes of assessment in the programme

Introducing and managing change within the school system in the context of school reforms initiated by CBSE such as replacing marks with grades, Continuous & Comprehensive Evaluation (CCE) different mode of assessment – formative & summative assessment, incorporating multiple intelligence conceptual framework for assessment and innovative ways of transaction

Developing systemic strategies and processes for managing key functional areas in schools, such as financial management and resource mobilization, management of human resources and interpersonal relations and resolution of conflicts

Identifying and implementing suitable systems of appraisal and evaluation of feedback for teachers and staff

Place of value systems and culture in the present educational system: identifying options and evolving choices

Achieving personal growth (intellectual, emotional and social) and organisational development

Role of technology in management of schools
The fee for the six day training programme will be Rs. 30,000/- per participant which will include the training fee, boarding and lodging of the participants at the venue and reading materials. This is a fully residential and intensive course and therefore requires commitment to learn. The participants will be expected to stay on campus and participate in pre-dinner sessions also.
